Stroke Action Plan for Europe 2018 - 2030
Background information
Two pan-European consensus meetings (1995 and 2006) were arranged to review the then existing scientific evidence and services and to set targets for the development of stroke care. The European Stroke Organisation (ESO) prepared a Stroke Action Plan for Europe for the time period 2018 to 2030, in cooperation with the Stroke Alliance for Europe (SAFE). The Stroke Action Plan presented a review of the ‘state of the art’, the state of current services, research and development priorities and targets for a series of domains in stroke care (primary prevention, organisation of stroke services, management of acute stroke, rehabilitation, evaluation of stroke outcome and quality assessment and life after stroke).
The Stroke Action Plan for Europe complements the WHO Global Action Plan on non-communicable diseases (NCDs) 2013–2020, the WHO-Europe NCD Action Plan and the UN Sustainable Development Goals for 2015 to 2030.
Methodology
The work in developing the original Action Plan paper was led by a dedicated Steering Committee and published in the European Stroke Journal in 2018. Documents were prepared by working groups for each of the seven domains, with patient organisation representatives in each domain. In addition, working groups were assigned domains on primary prevention and life after stroke, along with research and development priorities for translational stroke research.
Research priorities were identified by two persons for each domain group. One working group prepared research priorities for translational stroke research. The draft documents were open to public comments during a one-month period. The final document was prepared after a live-streamed workshop in Munich on 21–23 March 2018.
Future plan and way forward
The time has now come to update the Action Plan publication using the same methodology as in the original paper. The updated paper is planned for publication in August 2024.
